Dave Thomas has lived in Layton City for 57 years.  He graduated from Layton High School and went on to earn his Business Management Degree.  Dave is married with one daughter, three sons and 14 grandchildren.

Dave retired from Layton City after 28 years as the Recreation Superintendent.  During his tenure at Layton City, he was privileged to work with the city council, mayor and all departments.  Dave managed the Kenley Amphitheater starting in 1995 and was instrumental in making many valuable improvements to this prized venue.  He also created and implemented the nationally recognized Family Recreation program which has been copied by many other cities along the Wasatch Front.  His expertise in this area has been shared in many conferences and training programs.

One of Dave’s strongest leadership qualifications is his ability to listen and create partnerships.  He approached the Davis School District in 2001 when they were considering a new gymnasium at Central Davis Jr. High.  Dave succeeded in collaborating with the district, city council and city administration to build a facility which could be shared by both entities.  Since that time, the city has partnered with the school district to share athletic facilities at Legacy Jr. High and Shoreline Jr. High.  This partnership provides quality facilities for student and community programs.

Dave has shown great leadership in his relationships with all municipalities in Davis County.  He has worked with the Davis County Tourism Board; Hill Air Force Base for the Armed Forces Day and the annual Veterans Day Program; Chairman of the July 4th Committee for 25 years; Member of the Parks and Recreation Committee; Chairman of the Utah Recreation and Parks Association Conference in 2008; he served on the Wasatch Front Football Executive board for 15 years, 8 years as president.

Dave has been generously recognized by his peers.  He was awarded the Outstanding Professional in 2016 by the URPA and again in 2017 when he was presented with the Lifetime Achievement Award.

Dave believes that Layton City is the leader in Davis County.  Many cities consult and strive to follow our lead.  He believes our citizens deserve the best service possible and our city leaders should always strive to improve the quality of this community. There are many people in our community that love Layton as much as Dave, but none love it more.

Dave believes in being firm, fair and friendly.  He likes to listen to what people have to say before he starts an in-depth conversation.  Dave likes to use humor to defuse situations and to find answers to problems.  He believes people are more open and honest if they know someone has a sense of humor and is approachable.  Dave is not afraid to make tough decisions.  Sometimes a decision may not be popular, but if it’s right, then it’s right.  Dave is direct and to the point and he doesn’t believe in dancing around an issue.  He has a driven work ethic.  When it’s time to work, no one will work harder than Dave Thomas.
